IIRC you can make homemade weapons for personal use.
I hope he doesn't get expelled or anything extreme. That said, I personally don't think flamethrowers are appropriate or safe for any party let alone something homemade and possibly defective.
That doesn't look like a weaponized flamethrower as it appears to be shooting burning gas and not burning liquid.

i wouldn't consider 5 people standing right behind him as being far away from anyone, the flamethrower is homemade so there is still some danger of malfunction or something as unlikely as it could be. Still i just thought the picture contradicts his quote which made it funny to me haha.

You'll forgive me for not trusting some 20 year old with a deadly homemade weapon, no matter how clever he says he is.
it was a can of butane and a glowplug, its really only a big grill lighter, he's got maybe enough fuel for a 30-40 second burst
