Moscow claims troop withdrawl, but troops remain in battle ready positions

The Obama administration was skeptical about Putin's order, while Kiev said it's monitoring the area to ensure troops are returning to their permanent bases.

Why would they retreat? What is NATO going to do? They already admitted that they have no plan if Russia invades the Baltic states.

Georgia instigated the war with Russia by swatting a hornets nest with a stick about 2mm long. They've been in a territorial dispute with South Ossetia and Abkhazia since 1990, and continue to find any excuse under the sun to try and take control of them again.
Both of those states rely heavily on Russia for military support for good reason (they wouldn't exist otherwise.) So whenever Georgians want to get rowdy and start harassing the breakaway states, Russia steps in and puts an end to it.
