There's only one official government poll - the election itself. And that's the only one that actually counts. Of course the polls are rigged. They're rigged in favor of whoever that particular pollster wants for president. In a normal election cycle, you'd have polls rigged for the Dems and polls rigged for the Repubs. What we're seeing with the polls is the same bias they've more or less always had. It just seems overwhelmingly Clinton because Trump is really that undesirable. You can rig the polls any which way you prefer, it has no bearing on the election itself. All you'll be doing is tampering with the guesswork that poll aggregators like FiveThirtyEight or RealClearPolitics do, and they have a hard enough job as it is this year.
