Because people aren't lightweight.
The case "stopped" the bullet because it was light weight enough to just be thrown back instead of penetrated by the bullet. If the phone was being held tightly in place or was put in front of a solid wall, the bullet would have gone through. Same with a human being, we're way too heavy to be able to just let ourselves be thrown backward by the impact instead of letting it penetrate.
Which is why modern body armor is layers of material instead of solid metal plates everywhere. If a bullet hits a metal plate that has nothing supporting it, the metal will just fly back and probably won't be penetrated. But if you put that metal plate on a human being, it won't be able to absorb that energy and the bullet will tear right through. Modern body armor is designed to give way as it is struck, allowing the kinetic energy of the round to be gradually absorbed rather than all at once like it would be if it was just solid metal plates.

Uhm, I don't think you comprehend what that round is. It's not meant for penetration, it's made fore accuracy. The thing practically shattered on contact. Oh and apparently half of you haven't heard of Armour inserts, pretty much rigid ceramic composite or lumps of metal.
Those ceramic inserts are just a layer, they rarely stop the rounds outright, their purpose is to remove a lot of energy from the round before it hits kevlar. FMJ rounds rip through kevlar alone but ceramic plates do a good job at weakening the round considerably. Ceramic plates themselves are composed of layers, they aren't a solid mass of material.
