It's short for "Phased Array Tracking Radar to Intercept On Target".

No, that's how it operates, it uses phased array radar to track and intercept moving targets. Although they did most likely organize the name to deliberately spell out the word, it's generally nicer to have an acronym that can easily be pronounced as a word.
