It is, but it falls completely short in so many areas, the "open" city, the "factions" which were almost non existent and had almost no benefits and could get max reputation in about an hour.
No rope arrows, climbing gloves were neat but rope arrows+climbing glove would have been amazing.
It also lost a lot of depth from 2 along with HUGE open levels(purple fog gates)

Agreed, I still think thief 3 is one of my favorite games though.
