The decisions to skip the NATO meeting and to visit Moscow risked feeding a perception that Trump may be putting U.S. dealings with big powers before those of smaller nations that depend on Washington for their security, said two former U.S. officials.
Trump has often praised Russian President Vladimir Putin, and Tillerson worked with Russia's government for years as a top executive at Exxon Mobil Corp, and has questioned the wisdom of sanctions against Russia that he said could harm U.S. businesses.
State Department spokesman Mark Toner had no immediate comment on whether Tillerson would skip the NATO meeting or visit Russia. Two U.S. officials said Tillerson planned to visit Moscow on April 12.

Taking the words "Exclusive" and "- sources" out make it an editorialized title? Those don't even change the meaning, they just make it seem more sensationalist.

It's basically just changing the title in such a way as to dishonestly exaggerate the content of the article, or to mislead or misinform people as to the content of the article.
Ex. The actual article title might be something like, "General Mattis says military intervention is among the possible responses to Examplestan situation," and the thread creator makes the thread title, "US preparing to invade Examplestan."
It's not against the rules to post title other than that found on the article itself, as long as your choice of title accurately reflects the specific content of that article without twisting anything for the sake of sensationalism or your personal agenda. Generally speaking, just to play it safe: use the actual article title as your thread title.
