He had red paint splattered on his skateboard. The girl, who was also cuffed, had red paint up and down her left arm, cops said. The vandals were charged with multiple counts of felony criminal mischief for their “artistic spree,” cops said. The girl was charged as a juvenile. I could think of a ton of less stupid things they could have done, but honestly if they were stupid enough to think this was a good idea, they deserve whatever punishment they're going to get.

If you leave out a component, it doesn't work. Just using positive reinforcement, which is what you seem to be implying, doesn't set clear boundaries like positive punishment does, and rehabilitation techniques that only use positive reinforcement often see high rates of relapse. This is a historical mark that marks a war that costed hundreds of thousands american lives. You tend to avoid to destroy historical markings that your country created.
