Programmer looking for an artist for open world shoot 'em up

Hey,
I'm looking to start a fairly large project and was wondering if there's anyone who would like to see their art in a video game, there's not much to discuss about the game at the moment apart from it's gonna be an open world sandbox/shoot 'em up.
Any kind of art style is welcome and I'm obviously open to ideas.
If you're interested post some examples of your work.
Note: this won't be paid, if it makes money in the end then fair enough and it will be an even split between all those involved (so 50/50 if there's two of us). For now though, it's just an adventure for what remains of the holidays.

It's usually pretty hard to entice people to help with a project you don't have many details on.
I figure good questions to answer would be: What's the game about? Any previous experience with any kind of game development, or development overall? What engine are you using?
I'm interested in your previous work, assuming someone wanted to work with you, what have you worked on before to entice an artist to work with you?
If you want people to be interested in your project you really, really have to not be vague about it. Is it serious? Is it Humorous? What's the setting? What aesthetic are you going for? This makes it far easier for certain artists to gravitate towards it and have other artists who aren't suited for your project to fully understand they aren't suited from the start.
Again you need to be more specific on what kind of artists you want. Do you need concept artists? 3D sculpters? Environment artists? Character artists? I'm just going to assume right now you need concept artists to help give an idea about your project and catch other artists who might be interested in joining.

Every game developer must have a game design document, a game art bible, and a game proposal document (For press release). You should invest your time thinking what your game is going to be about, before you even jump into the development phase. Without those document, you're going to have a load of trouble waiting for you.

This is a terrible mindset. If you need help coming up with the visual identity of your game, perhaps share what the game mechanics are? Is it incredibly challenging? Or is it easy to pick up? Based on these two questions alone you can see where a super grimdark serious or cute and funny art style can compliment.
You need a game document of some sort. Artists aren't magicians, they need a few recipes and ideas to craft something. You might as well ask them to join you on your mysterious ride of mystery. Artists can usually get behind something and work free of charge if the idea is enticing and fun. You have no cemented idea right now, so interest is non existent. If you were to say you wanted to make an 2D puzzle/shooting steampunk setting game set in Japan or a platformer set in all the levels of hell, these would atleast garner some attention and interest from some artists. Telling us it's a shoot'em up openworld game isn't at all that interesting. If you were to say it's a shoot' em up openworld game set in the psychological recesses of the mind of a psychopath with a dark narrative that only reveals itself through deep exploration, you've expressed a clear idea over the mechanics and what you want to do with the game.

It's not a terrible mindset at all, I don't know what direction to take this game, all I know is that I want to develop a top down, open world shoot/beat em up and that it's going to have sandbox features. If you had decent common sense you would have read, Any kind of art style is welcome and took that as an opportunity to post something you see fit.
This is being way overthought though, just think hotline miami/top down GTA's. But like I said, any kind of art style is welcome.

Open world sandbox shoot em up, beat em up.
Gameplay Inspiration taken from: GTA and Hotline Miami
Art Style similar to: Hotline Miami, GTA (old top down ones)
18+, Funny, Gory, Colorful, BAD ASS.
That should be enough for any decent artist.

It's not a serious game at all, all this is unnecessary there will be no press release, it's a part-time project for a bit of fun.

Nothing much really in the world of indie game development, obviously I've played with UE4, Unity, CryEngine, but never really started making game, (mostly because I'm not an animator, modeler or artist).
I've done a lot of stuff on GMod with Lua as well.
I do a lot of web and software development (My Job) and I also like to do a lot of audio visual stuff in my spare time, like making music and audio visualizations with code and other hardware/software (i.e. projections/projection mapping).
I'm just about to start the final year of my Comp. Sci. degree, and I taught myself to program ~2 years prior to starting.
The problem that arises is that you really need to know what game you want to make beyond the initial genres you listed. Trying to enlist artists into your "non serious" and "part-time project for a bit of fun" is going to be incredibly difficult if the only concept you are riding on is an open world sandbox shooter like GTA or Hotline Miami.
I would say probably 90% of game concept ideas from aspiring game developers are open world sandbox games. What makes yours different? Will there be new mechanics? Will existed mechanics be distorted? Will it be fun?
I'd say you should probably create an alpha model of a game that you can play and have fun with. If your alpha build has a neat and original mechanic you can usually base the story and visual identity of the game around that mechanic.
Right now we have no idea what your game is. You haven't even mentioned if it's 2D or 3D yet or what engine you want to use. I'd say build an alpha first to get people behind your game.
