I don't know Persian though to validate their claims, Google translate is too rough to really make it all out.

Isn't Iran supposed to have a pretty impressive military, iirc their spending is close to those countries behind the US like Turkey and Russia etc

They don't spend that much of their GDP on their military, no. Comparatively for the region, they spend hardly anything.
After the Shah abdicated and the monarchy was abolished in the revolution, Iran moved away from pouring everything into advancing their technological capabilities and their defense industry preferring instead to concentrate their efforts on indoctrination. If you want an example of how this worked for them, study the Iran-Iraq War. Where they couldn't defeat the Iraqis because of technological deficiencies (the Iraqis were receiving aid in various forms from the United States and Soviet Union, and they were anticipated to be the victors), they compensated with sheer fanaticism and manpower. Iranian forces used suicide tactics, human wave/infiltration attacks, child soldiers, etc. They didn't only manage to effectively destroy Iraqi troops on the battlefield using these methods, but they also managed to break their morale-- especially when they used child soldiers (some as young as 12 or 13).

The country's Revolutionary Guard Corps is comparable to what the Waffen-SS was for Nazi-Germany during World War II. It's basically built around a culture of violence and indifference to death. Of course as an Islamic Republic, everything is bathed in religion, and that's especially true for them. The Basij work a lot like militia police forces, and Ansar-e-Hezbollah works like a political militia (again, if I had to make another historical comparison, I'd compare them to the Sturmabteilung/Brownshirts in Nazi-Germany).
They can't win wars against technologically-superior foes using conventional methods, and they know it. So they don't plan on doing that. Instead they focus on cultivating fanatical troops who will fight even when the odds are clearly against them and who don't care if they die. They'll fight dirty because it works. They're a lot more dangerous than people give them credit for.

The majority of fighters they've sent to Syria that have been killed weren't Iranian, they were Pakistani and Afghan immigrants seeking citizenship by joining the RGC. They're not elites, and nobody cares if they die or not. That's exactly why they've been sent: they're cannon fodder.
Again, comparing the RGC to the Waffen-SS, these Pakistanis and Afghans are a lot like what the foreign legions were to the Germans: expendable.

Looking at their performance in Iraq and Syria, no not really. Iranian military is rather crap.
Military budget =/= military training and discipline quality
