So saying to Over-exaggerate means to take it to totally unbelievable levels. As example you can exaggerate something by saying "It's like 0 degrees out there!", over-exaggerating would be like saying "It's like -1000 degrees out there!"

It would make more sense to say "completely exaggerated" or "a profound exaggeration". Just adding "over" is as effective as saying the word twice, rather than adding a descriptive adjective.
