Correct me if I'm wrong but isn't this kind of a technicality? Or at least a little bit misleading.
If I understand it they haven't declared war against a country, but they have contributed troops and resources towards various wars in the last 100 years. Don't want to rain on the parade but that is participating in war, is it not?
Its weird that the very guy in the article claims that they haven't participated in war in 200 years as if its a fact, but then says that their peacekeeping, arms industry and military presence makes it debatable.

If we go by that logic, Sweden was in the Winter War aswell.
sending in humanitarian aid and soldiers to protect civilians isn't waging war. then again, we sold and keeps selling weapons to people in war.

We're very strangely "neutral". Instead of saying "no" to everyone, we say "yes" instead.
We let the Nazis pass through to Norway without hesitation in exchange for immunity. At the same time we produced weapons and materials for both sides of the war.
On the other hand, we benefited greatly from it and became a very rich nation as a result. So there's that.

Sweden more or less aided both the Allies and the Axis. At the end of World War 2 there were even battle plans made for an invasion of Denmark lead by the UK and US, assisted by Swedish forces from the east. This actually never happened though as it wasn't needed.
Furthermore almost all of Denmarks 8000 Jews succesfully fled to Sweden when the Nazis occupied Denmark.
