It was supposed to be a short film that preceded a main feature at some theater chain or movie as far as I know. Considering that this is the only chunk that's surfaced, I'm willing to bet there's not much more to it.
i feel like there probably isnt more to it because the joke only works by not providing the context as to how they ended up in such a ridiculous situation. as for what film it was aired with, maybe one of mike judges' earlier films like office space or something
