If this has car-to-car collisions, it's gonna be major shift in gameplay even if it's only possible in certain blocks or whatever.

That's actually a mod that basically every server uses as it adds in persistent leaderboards - both current server based (local) and global (dedimania) - then various other plugins tend to get added that just clutter things further - checkpoint stats, map voting, music jukebox, etc. None of this is stock.
It reminds me of Jet Set Radio and Splatoon. I absolutely love the new art direction.
