The general they're speaking of, General Ross, who was portrayed by William Hurt in The Incredible Hulk.
Apparently, the story of these shorts is this - however, this info is from someone would went to Comic-Con, so we won't know the truth until the shorts actually come out. Spoilers will follow, of course, so beware.
[sp]Nick Fury wants a real heavyweight on the Avengers team, and he wants Emil Blonsky (The Abomination) to fill that role. However, Phil Coulson and others completely agree that Emil is too unreliable and untrustworthy to use in the field, so they have to convince General Ross, who has Emil in custody, to NOT release the Abomination into SHIELD custody. So they send the one man who shares their sentiments who can stop Ross - Tony Stark. They succeed, and Nick Fury, unwilling to let his team go into combat without having additional muscle, begins searching for someone with a comparable, if not higher strength, and possibly could be controlled much easier - Bruce Banner.[/sp]
