Honestly, the game resolves nothing, has no reasons, or anything justifying it besides being a Dead Rising sequel. I've seen people say "give it a chance as its own thing" but the game tries to exist in this vacuum where it's only relevant because of the previous games and the nostalgia-pandering for DR1 fans. Pandering that just amounts to giving them the middle finger because Willamette is nothing like it used to be due to being rebuilt, and Frank being nothing like he used to be due to entirely different writers. Even someone less important, like Brad, may as well be a new character. If you filed off Frank and Willamette, and just gave the returning things different names while tweaking the plot ever so slightly to remove a godawful retcon trying to tie itself further to the first, the game would still of been panned for being somewhat unoriginal and not as good as the previous titles by far, but they wouldn't of had the massive backlash that ensued.
