My auntie pays a guy living near her mother's plot to maintain it and make sure no one uses the covered gravestone as a home. It's not just Pasay either, this happens all over the place, Philippines is a tad overcrowded.
The "private" cemeteries, ones that are gated off, are typically used by families of the deceased for recreation, like a park in Australia. I tend not to judge them because I know how things are back home, but occasionally you see some dickheads eating a picnic over one of the older plots in spite of the room around it and it just annoys the shit out of me.
