Then why pause at all; why not just say what you need to say without having to resort to all these jump cuts?
It's even more jarring that some of these cuts are when the speakers are, well speaking. ( Most notably the 1st cut why have it at all? ) It just makes the video look choppy and a poorly edited rush job to get out of the way.

The ammount of jumpcuts implies that they needed to redo a lot of video for what should probably just have been a simple PSA video.
But then it wasnt even a PSA video, it was a "you're wrong we're right" video.

Why make the pauses at all then? If you don't want to improve pacing by not having pauses, don't make pauses when you record.
That dude has a serious case of book hands. They've read so many books on how to avoid answering a question while looking like you are infact answering it that his hands now only know how to open books and as such replicate it at all hours of the day.

The jump cuts are because these are some people they pulled off the sidewalk from outside the office to do the skit. The cuts are to hide the laughing at the bullshit they're spewing.

It's not something you do deliberately, they probably noticed after shooting that there was an annoying amount of "umm"s in there. You can tell they weren't long pauses, it was most likely just to remove some umms, stutters or thinking time. these people aren't professional tv hosts
not defending them avoiding the problem itself but it's unnecessarily petty to focus on something like that, which was probably done just to make the video quicker to watch and easier to listen to
