Usually when an artillery strike is ordered there are multiple ones to come after, not just 1.

A few possibilities.
1. They don't want to piss everyone off by indiscriminate shelling of civilian population centers (not likely TBH)
2. stray shell from the main bombardment (you can hear the occasional whine of an artillery shell going down in the background)
3. Sporadic shelling to scare the civilians or it was just a small group of people firing.
