I think this has something to do with your processor speed if the game isn't configured properly for it. I had the same result in UT by copying it to my laptop and it didn't go away until i manually installed it.
It's actually tied into your fps, so if it drops down below 50 it starts to make everything slow mo, but the higher it goes the faster your game plays.
I had a similar issue with Dark Forces 2, I ran normally as if I had maximum force speed on, seeing as though that was the first time I played the game I though it was perfectly normal until I watched a gameplay video one day.

Yah, I remember fixing this by putting a limit on fps through advanced options. (there might be another thing to fix but I don't remember)

You can fix this by installing one of these alternate renderers (aside of it looking better and running at higher resolution and everything).
