To an extent, yes, however mods can't implement 64-bit or DX11 support. Really glad they get to port it to the upgraded engine Fallout 4 is using.

Mods adding new graphical features tend to be fucking wonky and really unstable, and they can't really make the game 64 bits / run on dx11.

The remaster makes it 64 bits and brings shit in that previously required fairly resource intensive ENBs. Pretty sure godrays were hardly doable with the base game even with ENB to begin with.

Personally I really don't like spending ten hours tweaking my graphics to find a very wonky balance between performance and fidelity so having a version of the game that allows me to skip most of that process is more than welcome.

Still find it somewhat weird the craze of doing remasters of games that aren't even old and then they have the balls to say remaking stuff from Morrowind would take too much time... Well no shit that's the entire point of it.

I know you can already make the game look like that with mods but it would be great to have it already look like that without having to go through the modding process

if you own the game and all the dlc you'll automatically be given the special edition as a separate game entry in your steam library

They could at least have owning Skyrim's DLC on console give you a discount on the store or something. Though that'd kinda fuck over the legendary edition owners.

Never really liked using ENBs for visuals, it always had this weird feeling like I was wearing glasses that added a layer of visuals on top of the game and it could be jarring.

I also wonder if we'll get some of the expanded mod functionality/better mod tools that were in Fallout 4 with the CE upgrade
