It's showing how well the Russian civilians were doing compared to the major civilian casualties in Chechnya.
Chechnya was a fucking mess, and imo one of, if not the dirtiest war since WW2

No, it is there to show just how much people cared about those who were dying in a war so close to them.
Talking about civilian casualties, yeah, ethnically Russian population was doing very well. By the time of the war, no ethnically Russian left alive in Chechnya, either raped and killed or fled.

Was that during the first battle in Grozny where they got surrounded at the trainstation?
I read a whole lot about the Chechen war, reports from officers.. interviews with soldiers both Russian and Chechen.
Horrible horrible stuff, Chechnya was hell.
