that he uses ms paint for just 4 frames is just, I can't even explain what weird way he used just to add that one shot. Also $300 for just that? I bet you can get the same thing with just about $50, more or less.

I believe he was estimating based on what it would cost in an actual production. Like, paying that effects guy and having to have purchased the software or something.
