And they weren't shooting at the bridge of the ship. If they really wanted to fuck them over, they would've blown the bridge to smithereens.

They were firing low explosives shells in an attempt to disable the ships engine without sinking it. There was no scaring, they were stopping it by force while avoiding casualties.
What weapons were they using?
