No, that mod also introduces a number of performance tweaks, the game doesn't run better just because "E3 graphics" are enabled

I think you miss the point.
If people wanted a gimped out game with shitty visuals they would have got it for the consoles. However, most of us have high end gaming computers which have specs that easily blow any console out of the water (not talking shit on consoles, i own a ps4) and when we buy a game for the PC we expect to be able to utilize all the power we have. It is just flat out fucking lazy for devs not to give PC little extra attention.

It doesn't even really require extra attention. Make enormous textures. PCs can handle it. Then you can optimize the textures for consoles and lower end pcs. Sure there's more to it than that, but either way, a PC game that is equivalent to a console game in sheer graphical power is a joke. The only exception is when you are going for some hyperstylized design, which watch dogs isn't.

With Watchdogs I think what it really boiled down to is that, yes they promised and they delivered, but they deliberately showed off the game to make it look much better than it actually was, not just with looks but with the mechanics. I really think Ubisoft should have some decency and cut the shit with the stuff they've been producing. They are realistically one of the biggest game companies out there and they're producing game with really minimal effort.
