Same reason why people who get pick pocketed don't feel a hand in their pocket. There's another distraction that makes the person unfocused and unaware.

Also you would be surprised how little you can feel very light touches on areas of certain parts of the skin that don't have any hair. Since she is a woman, she probably doesn't have too much arm and hand hair.
Without that hair there light touches can easily go undetected.

Human body is pretty good at ignoring things if you're focused on something else.
For example, I crushed the tip of my finger between a heavy box and a fork of a forklift and only noticed when I put my hand in my pocket to reach my keys and felt something wet in my pocket. It was my blood, lots of it. And THEN I started feeling pain.
The reason I didn't feel anything was probably because the box in question contained some really expensive and fragile stuff and I made sure it didn't fall or shake or anything.
And that afterwards she sleeps with the magician.
