That's how it worked in 3 and NV as well. If an enemy is in range and is considered 'hittable' by VATS, if the shot or attack can land then it will regardless of logic. Especially with melee attacks.

In this case it seems a bit glitched, though. Even despite how wonky VATS is, stabbing enemies from a distance with a knife definitely isn't right.

Pretty much. The Blitz perk, even at rank one, which you can get the first time you level up if you have enough agility, lets you teleport insane distances. At rank two, not only is the distance increased even more, you also do damage based on distance traveled.
