Planes often have horns, called ground call horns for use when on the ground. It wouldn't surprise me if blimps had something similar though I doubt it would be audible that far away.

This would be real if you assumed the blimp driver could identify a gesture at a distance where the people doing it can't even been seen without using a magnifying tool, along with the fact that these people are in the shadows, and not even in front of the blimp.
So no, this is fake.
It just sounds like he put a train horn on top of some footage.

lmao it's an audio clip of a train horn, you can even hear a massive change in ambient sound just before the horn starts up because the train clip was probably competing with the sound of the thing rolling down the tracks
