I wouldn't say that is true. Capcom has done a great job with the REMaster. And mind you they're porting an entire game over to current generation.

Well it helps that they're building off of the pre-existing HD release.
But yeah, they actually visited and took photos of the places that Capcom got their assets from, and if something just looks way outdated due to modeling limitations / laziness they even take the time to remodel those things to better standards. It's not just textures but actual reworking of some environments too without actually changing gameplay and stage design at all.
Jesus I mustve played this game way too much cause I vividly remember my specific thoughts of disdain for Ashley at every one of those locations regardless of whether or not she was with you

not with the textures. they slapped a photoshop filter and upscaled it and called it a day
