Funny thing is that length is defined by the distance a specific photon (I think) travels in one second measured that way, which means the unit for length relies on the unit for time in order to be measured.

Well in a way, part of that is just to make it incredibly specific, not that second itself is significant. They want something that A) doesn't change and B) has an incredibly fine level of precision so lots of calculations can be based on it.
