Not quite, they can get powerful enough to damage and knock boats around. Still not as powerful as a real tornado though.

It won't dissipate. It wouldn't be able to sink a ship of those sizes, mostly just throw around cargo, break glass, break instruments, but not disable it. A smaller ship would probably get sunk though.
