No, they've said they're done with the episodic model because it didn't work out, which is why Ep3 is taking so long. It's basically got to wrap up the HL2 arc that's currently hanging on a cliff instead of being another piecemeal installment like the previous episodes. Then could come HL3.

It's been 7 years since Episode 2, and 10 years since Half-Life 2. I think it is safe to assume the average Half-Life 2 fan is easily in their mid twenties by now, possibly even their early thirties. Old enough to easily be occupied by real life things, jobs, families, etc. In that 7 year gap, who became a new fan? Valve has done nothing with the series since 2007, who exactly is going to be going crazy over Half-Life 3?
Look at Duke Nukem Forever, that pile of shit took 10 years to come out and despite the fanfare sold a modest amount of copies, only breaking even after some time. Mostly because Duke Nukem became a punchline, not something anyone actually cared about playing. I genuinely think the hype, and reaction will greatly overshadow the actual game.
Short of Valve pulling the Jesus Christ of video games out of their asses I really don't think many people will care for a stand alone Half-Life game at $50-60. Unless they include Dota 2 and TF2 hats or a CSGO skin or whatever, since that seems to be the main gimmick of all Valve games these days.

Team Fortress 2 was in development almost as long as DNF was and it has done amazingly well, also I'm not sure if Valve would ever release a $60 title

I'm not sure TF2 is such a great comparison. Ignoring that most of the revenue made has been through microtransactions, most of its initial sales came from being bundled with more anticipated titles. The next Half-Life installment doesn't have that luxury: it [I]is[/I] the anticipated title, and it can't be bundled with valve's current primary titles because they're almost all F2P.

That's actually very very wrong. A huge bulk of employees from 04-07 still work there, hell the original writer for half-life is still there. The main issue with making the third installment what you brought up is primarily right though, but still off by a bit.
The big issue with making a half life game at this point is that they don't want to just make another game, y'know? They want to revolutionize and make something absolutely jaw dropping like they did with both HL1 and HL2, the episodes were dropped because while advancing the story, it wasn't primarily what valve really wanted to take the series to.
Have faith in Source 2 my friend, it's going to bring huge things to the table.

Gameboy Micro only sold 2.42 million units, and Sony didn't even announce how many Go's were sold.
I understand your point, but calling it PSPGo level isn't very fair. If anything it'll be more like Gamecube. Modest sales, but I wouldn't call it abysmal.

The gamecube was selling at roughly the same rate as the wiiu, but the wiiu has a much wider potential market and a vastly larger potential userbase. Theres a lot more people playing video games now than there were in 2001. 7 million after 2 years in 2001-2007 is good. 7 million after 2 years in 2012-2014 is pretty shitty.
