When my 1337 gaming machine was a Pentium 4 I could only struggle to maintain 30 fps with DX 6 in CSS.
Say what you want, at least it has fast loading times.
I don't consider this lowest graphical settings possible. This is basically butchering the game into not loading any textures and shtuff.
Those glitching seat textures... Just like all of the metal surfaces on the guns in GoldenEye and Perfect Dark. Where they tried to fool you into thinking they were reflecting something.
