They're purposely capping the frame rate to 30fps? That's pretty bad.
There's nothing inherently "filmic" about 25/30fps, the frame rates are like that not for artistic reasons, but because originally devices drove their timing information off the power frequency, which would be 50hz or 60hz (So half that = 25fps and 30fps), the fact that people have to compensate for such low frame rate by using motion blur should be a sign it's not ideal.

Someone in a different thread explained that originally films use 30fps because physical films were big and recording at more fps would take up a lot of space and require tons of film which was also easy to damage since they ignited easily.
The "cinematic" and "filmic" look doesn't work when you're in control of the camera, but for cutscenes and with proper motion blur technology, it could work. It'll be interesting to see how they pull it off, if at all.

Another reason why 30fps won't make games look more cinematic: They don't have that type of blurred-together frames that make films look smooth despite their frame rate.

The cool thing about keyframed animations is that they can actually run at any frame rate, because you workout the position of any bone at any point between key frames to show them in the first place.
That's why engines like Source can record gameplay at 60fps or so, then play it back at 30fps, 120fps, 480fps, etc. without animations running too slowly or too quickly.
Even if they did motion capture at a fixed frame rate, you treat those frames like key frames and then you can interpolate between them (Would probably work better with motion capture since you're guaranteed that the bones don't get into bad positions because they're based on a physical object.)

Of course it is, they also cost like 400 bucks. If I could build a ps4 equivalent PC for 400 dollars I'd be happy.

Fast + fluid games, i.e. bayonetta, devil may cry, metal gear rising have to be in 60 fps or they would just look like garbage. plenty of 30 fps locked games look fine. The Last of Us is a good example
