Trying to get it's owners attention, it wants to be pet.
Hence rolling onto back, tail swishing, and a general display of submission.
IIRC this fox has a mental disorder or something and can't be released into the wild.

Foxes that are sick/injured can sometimes adjust to the indoor/pet environment after being in care for a while, or sometimes not fully recover and be adopted as pets, as they can't be released back into the wild.
