for short videos its so it can pass the 1 minute mark and get monetization.

I have plenty of videos under one minute that are monetized...

Dude was fuckin' out of it, haha. Guys out of a job, unless the manager is sympathetic enough to let him keep it as long as he straightens up.
Strikingly familiar to a teen I watched prone to seizures. He just looked clueless like he didn't know where he was or what was going on then got up and walked about, spoke some gibberish then fell onto the ground and started violently shaking.
Wouldn't be surprised if that's what happened to this dude after a few minutes.
