Televisión Española's programmes can be really weird sometimes.
This TV platform is composed by the only two public TV channels on Spain (not counting radio channels): One is for the news, old movies (80s, 90s) and more mainstream stuff; the other is like the indie version, and its schedule is filled with things such as alternative or low-budget cinema, documentaries, programs about investigation and even philosophy... This documentary is from the second one, so no wonder why is so weird.
I expected something about penne pasta...

Yes, "Polla" is a coloquial term for Penis in Spanish.
It's also the common name of the Common Moorhen, the "Polla de Agua" (Literally, Water Penis)
