You'd assume the constant buzzing alone would keep the birds away.
Sparrows always like to nest in the most weird places. Over roofs, over electrical cables, inside isolating rubber from ceilings and even inside fuse boxes (you'll see all the twigs and hay coming out of the cable holes) I'm more concerned about the fact the nest is so low, I'd imagine the parents would've built the nest on a much higher location. Either they don't mind or have hearing loss that doesn't bother them much.
