Honestly I think some of the sounds lacked visual impact. Like the blinking along to the honking. The rest of it is great though, but probably not your greatest.
He should look into using some songs from the Tijuana Brass like Taxi, Whipped Cream, or Taste of Honey.
I remember one of the old duck videos used some really old micspam as the audio. The nostalgia was there and it was really cool seeing it animated

I don't think the SFM in itself has any sort of legal snares.
It's the copyright holders of the content that's the issue. I'm pretty certain Valve's policy has always been "Non-commercial stuff can use our content in whatever SFM productions they want; Commercial users need to email us and discuss what they plan to do with our content", with a heavily implied "You'll most likely get permission, just ask us first."
Yeah all the assets will be custom made, but ill be animating in SFM
