What if he finally announces Episode 3/Half-Life 3, and offers Ricochet 2 to people who pre-order it?
he should play it off as being ricochet 2 but actually make it hl3 when the game comes out accompanied by some crazy puzzle website shit like portal2

This is where this argument falls apart, it would - to the more informed people, however it wouldn't draw in any (somehow) new fans to the series. Marketing wise it's just not a strong tactic.
Plus people would impulse buy because OMG EPISODE 3!!! It could be shit, Valve would want community feedback etc.
