Better safe than sorry? As long as he didn't call the emergency line he was quite right to let the cops know of yet another suspicious dumping. Also, no one wants to touch/see/smell, or even get close to, a dead body.

Believe me, you will know if there is something dead inside when you get close. The smell is horrible.
