He got polio as a kid and it partially paralyzed his legs, he can still move them at the hips in a limited fashion but he can't properly walk with them
I guess its not technically fully paralyzed, but he still has to walk and move as if they are. Kind of like how a lot of "legally blind" people out there aren't actually 100% "I see only black" blind (a large amount of "blind" people can still see light and large shapes), but for all intents and purposes, they are blind.

He actually had an act on a show called Verakai from Cirque Du Soleil.
I saw it live, it was pretty awesome.
he's dancing good and all but he's not really following the beat :S
but it is really neat that he got so good at it despite being basically paralyzed
