I don't believe it, the video only shows him hitting the man, and driving off, everything thing in-between was probably cut, so he could make a big shit.
That doesn't make what the police officer did any better, but I think there is more to be seen than what is shown.

Poorly cut too, you can even see him with his arm on the guy's shoulder for a second before he walks away, the boarder was even smiling, looks like it was just an accident and the camera guy is trying to make a big deal out of nothing.

There is absolutely no sign of the officer apologizing or even conveying any sort of sympathy or regret. Even with the obvious editing, you can tell by his body language that he is in a big hurry to get the hell out of there. And he didn't put his hand on the skater to check his well being, but rather to check for any weapons (evidenced by the guy saying "a fucking sandwich" when he comes up to him).
I assume he got an urgent call and had to make a hasty U turn and simply didn't notice the guy standing there, still though, if that was the case he should've canceled his respond to said call, exchange details and offer to take him to the hospital for any checks. Looks like he just sped off from the scene instead.
