As far as I can tell: It's for a day of mourning for the martyrdom of Husayn ibn Ali. He supposedly said, "If the religion of Mohammed was not going to live on except with me dead, let the swords tear me to pieces," before being killed by the Umayyads. Some men honor this by, basically, tearing themselves to pieces with swords, though some people see this as heresy.
