it's someone with a camera, he's trying to prove a point, that there are cameras all around watching people
yet when one is poked closely to them, they get bothered by it. I'm sure he films some people that don't care, but keeps the ones that get upset as fuck

because it seems like he does it to annoy people. he doesn't answer anyone. he stands there probably staring into his camera. there is no absolute purpose for it at all. surveillance cameras are intended for security.

Also surveillance camera's are there for a reason, if shit goes down you can see exactly what happened or even possibly prevent shit from going down in the first place not to mention identifying robbers or trespassers.
