Jeanne Ives is his opponent in the primary and ran this ad presumably to criticize him signing legislation that they cite, which I guess is repulsive to your average Republican going off of this terribly offensive ad. The front-runner in the Democratic primary is JB Pritzker, who as I said is a venture capitalist billionaire. The runner up for him is Chris Kennedy of the Kennedy Dynasty, but that's not particularly relevant atm.

Rauner is an incompetent buffoon who ran on promises of fiscal responsibility and a strong rule of law, but has left cities like Chicago to be run by corrupt megalomaniacs like Emanuel. Meanwhile, Rauner decries the democrats for not presenting him with a budget, when he himself has been unwilling to even discuss it and just floated it down the road. He has allowed Illinois to suffer in terms of economic and social stability, and has more or less ran the money out of town by quietly raising taxes while doing nothing to fix the horrific state of infrastructure and schooling throughout Illinois, and instead has the entire state leech off of Chicago rather than try to grow other communities. J.B. Pritzker, one of two runners for the Democratic party in Illinois is indeed a capitalist, and is worth roughly $3.4~ billion. Pritzker was folded into the scandal regarding former-governor, now-inmate Rod Blagojevich, as he was asked by Blagojevich if he wanted a position as state treasurer, and said yes (a position which he never received) as well as allowing a mansion to fall into disrepair in order to suck up tax cuts. However, Pritzker has been heavily involved in the communities, such as massive donations to the Holocaust Museum of Chicago, the Cambodia Tribunal Monitor and various learning programs. So that's the quick bogpill on the situation.
