i'll answer this in about a sentence: it'd take a lot of time and money to do such a change, while not returning more money than a regular dub.

There is more then that, it's a good video.
Time and effort required is the obvious answer, but one of the TFS guys in the video brought up a good point about how, on a home video release, they would need to have two (or more) entirely separate videos for each language, which would be super impractical. It makes way more sense to just have easily-swappable audio tracks than to make the consideration of matching a dub's audio track to its corresponding video track.
If anybody ever wanted to see anime series as they aired on Toonami (for whatever reason) with their censorship and all, they'd probably be out of luck, because it would be so impractical to make a DVD release of only a modified English-language version. Accommodating multiple languages is usually both easier and more beneficial to the audience at large.

Mouth animation doesn't even match the voice acting in the japanese versions to begin with because just like almost everything else about anime the style and techniques have formed around the limitations and processes they use. And lipsync was never a part of that (because they typically finish the animation before recording the voice acting), so it's not a priority. Matching it to the dub acting would look weird and out of place in any context, just like it looks weird in any of those "abridged" series
