For anyone who doesn't know, [url=https://en.wikipedia.org/wiki/Sovereign_citizen_movement]sovereign citizens[/url] are people who believe in some way that the law does not apply to them. Some of them believe that the US Constitution overrides specific laws (i.e. claiming that speeding tickets are unconstitutional) while others believe that they can opt-out of following the law because they never explicitly agreed to do so. A popular passtime for sovereign citizens is to break the law and then yell things like "Am I being detained?" and "I do not consent!!" while trying to convince the police that they can't be arrested. Also, in a different clip (7:20), the officer quotes the part that allows him to use necessary force to enforce compliance. Pulling the window out or breaking it can definitely fall under that.
