The fact that he's moving at that speed makes the cold even worse. I wouldn't be surprised if he pulled up somewhere frozen to his motorcycle.
I have seen a couple people like this in Canada( 2 in my lifetime so far), if you are dressed well enough, it's nothing different from snowmobiling, quading or any other sort, just on a road except more potential for accidents.
That guy looks like he isn't dressed the best though, so that would be really cold haha!

No, that would look way different.
I've been driving in colder than -20 with scooter. You just have to be careful because sometimes the throttle cable freezes and you can't stop, happened to me few times.. its not fun.
Not gonna lie, dude's a boss for riding in such cold weather.
