This is overly simplistic to the point of a bad truism.
I wouldn't call this a video on how to complain, I think it's more of a video on how to communicate a concern, which can involve complaining but usually doesn't.
Arguing semantics, but anyways this sort of thing doesn't always work since a complaint relies on the sanity of the complainer and the sanity of the complainee, which the video doesn't really address that well.
You could just read the following sentence to get a summary of the video:
Communicate only when you have peace of mind.
